Türkiye and France signed a "Defense Cooperation Roadmap" to develop military relations and strengthen strategic dialogue, the Turkish Defense Ministry said. Talks in France were attended by Lt. Gen. İlkay Altındağ for Türkiye and by Minister Delegate Alice Rufo, Gen. Vincent Giraud and Guillaume Ollagnier for France. The ministry said the signing turned recent positive messages from the two leaders into concrete defense cooperation.

What the roadmap covers
Türkiye’s National Defense Ministry shared details of the roadmap at its weekly press briefing on Oct. 8. The two countries will hold regular consultations on defense and security, deepen cooperation on combating hybrid threats, intelligence sharing and air defense, and improve the interoperability of their systems.
The roadmap also envisages more joint training, personnel exchange programs between military academies, port visits and joint exercises involving land, naval and air forces, as well as coordinated training and capacity-building activities in third countries to support regional stability.
The sides aim to develop joint projects and business opportunities in the defense industry, encourage information and technology sharing and increase contacts between their defense companies. Meetings under the roadmap are to alternate between Paris and Ankara, with the first planned for the last quarter of 2026, subject to agreement between the sides. The ministry said the roadmap would put bilateral defense ties on a more institutional footing, strengthen mutual trust and contribute to regional peace and stability.
