The Medium-Term Program covering 2027-2029 plans to use resources more effectively to accelerate digital transformation. The program includes digital and green transformation measures in various areas, from industry and transport to the public sector and education.
Green transformation in industry to receive support
The program aims to strengthen the alignment of Türkiye’s Emissions Trading System with the European Union’s Carbon Border Adjustment Mechanism. The move is intended to support the green transformation of emissions-intensive sectors and their export competitiveness.
Sector- and technology-level needs for the green and digital transformation of the manufacturing industry will be identified. Support mechanisms will be established to address these needs.
Regulations will be introduced in line with Best Available Techniques to accelerate the green transformation of industry, make clean production more visible and facilitate companies’ access to green finance. The human resources needed to sustain the Green Transformation Certification process in industry will also be trained.
Regulations will be prepared to enable more effective use of industrial waste heat.
Electric vehicle infrastructure to be expanded
The Net Zero Emissions Strategy and Action Plan for Transport will be completed and put into practice. A technology roadmap will be prepared for integrated, efficient, safe and environmentally friendly intelligent transport systems.
Projects will be implemented to reduce emissions from transport, ensure sustainability and increase connectivity. Electric vehicle charging stations will be expanded nationwide.
A national plan will be prepared for high-capacity charging stations to support the electrification of heavy commercial vehicles in the logistics sector.
Investments in artificial intelligence and supercomputers
Businesses’ digital transformation capabilities and capacities will be increased. Through the Digital Transformation Program, businesses’ digital transformation investments will be supported, and the more effective use of digital technologies in public services will be enabled.
National legislative infrastructure in the field of artificial intelligence will be developed in alignment with the European Union. Supercomputer infrastructure needed for artificial intelligence applications will be strengthened, and the capacity of the Turkish National Science e-Infrastructure supercomputer will be increased.
A national policy framework covering data ownership, data-sharing responsibilities and technical methods will be prepared to accelerate the transition to a data economy. Umbrella legislation and infrastructure for data governance will be established.
Legislative infrastructure for the digital state’s institutional architecture will be established to accelerate digital transformation in the public sector and make more effective use of next-generation digital technologies.
Steps for digital municipalities and education
Common software components and shared digital infrastructures will be expanded to make resource use more effective in local governments’ information technology investments. This is intended to reduce duplicative investments in systems.
An integrated digital city management infrastructure based on interoperability principles and the national architecture will be established to strengthen data-driven decision-making processes in local governments. Digital municipal services will also be expanded through a common-platform approach.
Internationally accredited testing and conformity assessment infrastructures will be developed in strategic sectors. Digital transformation will be accelerated in testing, inspection, surveillance, certification, standardization and conformity assessment processes.
Artificial intelligence-supported, data-driven and integrated service models will be developed in these areas. The program plans to strengthen the digital transformation of curricula and infrastructure at all levels of education and establish a process-oriented, competency-based digital assessment and evaluation system.
