Armenian Foreign Minister Ararat Mirzoyan said the process of normalizing relations with Türkiye has matured to such an extent that a final and complete settlement could be reached any day.
“We are trying to normalize our relations with Türkiye. The border is still closed, but the process has matured considerably,” Mirzoyan said on Oct. 13 during a panel on European Union enlargement at the Warsaw Security Forum. It is entirely possible, he added, that one morning the news will carry the headline “Armenia-Türkiye border opened.”

A new envoy may not be needed
Mirzoyan returned to the subject at a joint news conference with OSCE Chairperson-in-Office and Swiss Foreign Minister Ignazio Cassis. Saying that Armenia and Türkiye are in contact almost daily and that negotiations are ongoing, he questioned whether a new special envoy would be needed at all and said the border could open before the issue of appointing one is even discussed.
Armenia’s envoy to the process, Ruben Rubinyan, stepped down after being elected speaker of parliament on Aug. 3. Türkiye’s envoy is Ambassador Serdar Kılıç. Mirzoyan also said a planned Türkiye-Armenia business forum in Armenia could be held with broader participation.

A process launched in 2022
Türkiye and Armenia appointed special envoys and launched normalization talks in 2022. The land border between the two countries has been closed since 1993.
