The new Minimum Attorney Fee Schedule, which sets the lowest fees lawyers may charge for their services, was prepared by the Union of Turkish Bar Associations and published in today's Official Gazette. Under Article 24 of the schedule, the regulation entered into force on the date of publication.
Fees for legal advice and document preparation
Under the new schedule, the fee for the first hour of oral advice provided at a law office will be 5,500 lira, followed by 2,400 lira for each additional hour. The fee for the first hour of oral advice provided at a location visited upon request, as well as written advice, will be 9,000 lira, followed by 4,500 lira for each additional hour. The fee will be 7,500 lira for drafting petitions and preparing notices, formal warnings and protests, and 10,000 lira for preparing lease agreements and similar documents.
The minimum fee was set at 40,000 lira for preparing documents such as bylaws, regulations, inheritance agreements, wills and foundation deeds, and at 27,000 lira for contracts concerning commercial matters such as companies' articles of association and the transfer or merger of companies.

Legal fees in courts
For cases heard in courts, the minimum fees will be 30,000 lira in consumer courts, 40,000 lira in civil courts of peace, 62,000 lira in courts of first instance and 86,000 lira in high criminal courts. The minimum fee was set at 78,000 lira for handling procedures such as admission to Turkish citizenship and the establishment of companies by foreigners; at 140,000 lira for cases without hearings pursued before international judicial bodies; and at 250,000 lira for cases with hearings.
Under the schedule, the attorney fee that courts award to the opposing party may not be lower than the amount listed in the schedule or exceed three times that amount. In cases where the dispute ends before the preliminary examination report is signed, the fees will be applied at half the stated rates.
