Israeli and Lebanese delegations completed the fourth round of direct talks mediated by the US. In a joint statement released after the talks, it was reported that the parties agreed on the implementation of a ceasefire.
According to the statement, the implementation of the ceasefire will depend on the complete cessation of Hezbollah attacks and the withdrawal of all the organization's elements from the South Litani region between the Israeli border and the Litani River.
New framework for non-state actors
The joint text, without naming, referred to Hezbollah's presence in Lebanon and stated that consensus was reached on neutralizing non-state armed actors. The establishment of pilot zones envisaging the transfer of control of the region to the Lebanese Armed Forces was also included as part of the plan.
The statement emphasized that these steps would lay the groundwork for a comprehensive peace and security agreement. It was also noted that only two sovereign states can decide on the future of relations between Israel and Lebanon.
Direct negotiations will continue
It was noted that the parties decided to continue direct negotiations to increase mutual trust and address current issues. The process was said to be built upon the talks held at the Pentagon on May 29.
The talks addressed a security framework that would guarantee the sovereignty, security, and territorial integrity of Lebanon and Israel. It was conveyed that this framework also includes the elimination of non-state armed groups and the prevention of their re-emergence.
US support message to the Lebanese army
It was shared that the parties participating in the talks criticized Iran's activities in the region. The US reiterated its support for the sovereignty of both Israel and Lebanon.
The Washington administration expressed readiness to support the enhancement of the Lebanese Armed Forces' capacity and enable the country to exercise its sovereignty more effectively. This aims to strengthen the role of the Lebanese army on the ground.
Positions of Israel and Lebanon
The Israeli side reiterated its view that security can only be ensured by disarming Hezbollah and dismantling the organization's infrastructure throughout the country. Israel also emphasized the importance of US-led direct negotiations for lasting peace.
The Lebanese delegation highlighted the principle of the country's territorial integrity and full sovereignty. It was stated that the Beirut administration is determined to increase the capacity of the Lebanese Armed Forces with US support to ensure effective control throughout the country.
The parties are expected to reconvene in the week of June 22 with the goal of reaching a comprehensive agreement. It was reported that political and security issues will be revisited in this session.
The US will continue to facilitate diplomatic contacts between the parties throughout the process. The progress of the talks is being closely monitored as a formula to reduce tension along the border line is sought.
