Labour and Social Security Minister Vedat Işıkhan announced education assistance for the children of martyrs, war-disabled and duty-disabled persons, and their children at the Extended Organizational Training Meeting held in Antalya’s Kumluca district.
Işıkhan said a total of 609 million liras would be paid to 18,441 students for the 2026–2027 academic year. He said the payments would be made on Friday, October 23, and wished the students a successful academic year.
Emphasis on trust in public services
Minister Işıkhan said the attention citizens receive when applying to public institutions, the accurate information they are given and the timely completion of their procedures strengthen the trust established with the state.
Işıkhan said public employees working in the office, banking and insurance services sector take on responsibilities in many areas, from access to public services and social security procedures to financial and administrative services. He also highlighted the efforts of Büro Memur-Sen members in this process.
Data on unionization
Işıkhan said there were more than 355,000 public employees in the sector as of July 2026, while approximately 279,000 people were union members. He said the number of Büro Memur-Sen members had exceeded 126,000.
Işıkhan noted that, as of July 2026, the number of unionized public employees had surpassed 2.403 million and that the unionization rate had risen to 77.96 percent.
Collective bargaining and the public personnel system
Işıkhan said the right to collective bargaining was recognized through the 2010 constitutional amendment concerning the union rights of public employees, and that amendments to Law No. 4688 in 2012 replaced the collective consultation system with collective bargaining. He said these regulations had created a stronger legal foundation for negotiating financial and social rights.
Işıkhan announced that an agreement had been reached in all 11 service sectors during the Eighth Term Collective Agreement process covering 2026 and 2027. He said the collective bargaining process covering 2028 and 2029 would also continue.
Işıkhan said the predictability of promotion and title-change processes, career and professional development opportunities, differences in practices among institutions, and workplace harmony were important for public employees. He said these issues were being addressed with due regard for economic stability and the sustainability of public finances.
Assessment of digitalization and artificial intelligence
Işıkhan said digitalization and artificial intelligence were transforming public services and the skills expected of employees. He said in-service training, digital competencies and professional development opportunities needed to be strengthened.
Işıkhan said public administration should provide citizens with faster and higher-quality services, value employees’ efforts, and ensure that unions bring demands from the field to the agenda with concrete solution proposals.
