Montenegro will require visas from Turkish citizens holding ordinary passports as of November 1, 2026, as part of efforts to align with European Union visa policy. The rule also applies to nationals of Belarus, China, Russia and Saudi Arabia.
The Montenegrin government adopted the change to its visa regime on July 23. Under current rules, Turkish citizens can stay in Montenegro visa-free for up to 30 days until October 31.
Holders of valid Schengen, US, UK or Irish visas or residence permits can enter without a separate Montenegrin visa and stay up to 30 days, as long as their visa or permit remains valid. Applications can be filed through VFS Global centers or Montenegrin embassies and consulates, and an e-visa system is planned.
Montenegro temporarily suspended visa-free travel for Turkish citizens after an incident in Podgorica in October 2025, later reinstating it with the allowed stay cut from 90 to 30 days. Its Foreign Ministry calls visa alignment one of the important obligations on its path to EU membership.
