The Turkish Grand National Assembly General Assembly will begin its new week on Tuesday, June 16, and will take up a bill amending certain laws. The bill includes sections on the security organization, the press, taxi transportation and local governments.
Regulation on security personnel
The bill opens a new path for some personnel who were dismissed from the General Directorate of Security's education and training institutions on the grounds that they did not meet the required health conditions, but who continued their education and graduated by court order and were appointed to the Security Services Class with the rank of police officer or police chief.
If these individuals are later dismissed from civil service due to a court decision based on health reasons, they will be able to be appointed to positions in the General Administrative Services Class.
Sanction of cutting press advertisements
Another section of the bill concerns the powers of the Press Advertisement Agency. Accordingly, newspapers, magazines and internet news sites can be penalized with a cut in official announcements and/or advertisements if they do not possess the qualifications stipulated in the law or fail to fulfill their obligations.
The duration of the sanction can be applied from 1 day to 10 days, taking into account the nature, severity and duration of the violation.
Tax headings in taxi and vehicle transfers
The bill also includes a tax regulation for taxi operators. Those who determine and document their revenues from their activities with a taxi fiscal device used without electronic fee collection systems can be taxed on their determined earnings upon request.
The transfer of commercial license plates belonging to taxis, shared taxis, minibuses and public service vehicles owned by real-method income taxpayers will also be exempt from value-added tax.
The sale price of real estate belonging to special provincial administrations, municipalities and the local government unions they have established can be paid in cash or in installments.
Commissions' agendas are also busy
The Turkish Grand National Assembly Planning and Budget Commission will form a Preliminary Election Temporary Commission for the Court of Accounts presidency elections. Two candidates for the Court of Accounts presidency will be determined through an election to be held in this commission.
The Parliamentary Research Commission, established to investigate the incidents that occurred in schools in Şanlıurfa and Kahramanmaraş and the risks and negative effects children face in digital environments, will also convene. The commission is expected to work on preventing similar incidents and determining solution proposals.
Group meetings of the political parties with groups in Parliament will also be held on Tuesday and Wednesday.
