The Turkish Grand National Assembly's National Defense Commission approved a bill increasing financial and social rights for martyrs' families and veterans. The bill introduces significant amendments to the Turkish Republic Pension Fund Law and the Anti-Terror Law.
With the regulation, it is legally guaranteed that the total monthly pension to be paid to the parents of those who died as duty-disabled will not fall below the net minimum wage. Additionally, the payment for veterans and disabled persons in need of care is increased from 2 times to 2.5 times the net minimum wage.
New System in Monthly Calculations
With the amendment to the Anti-Terror Law, the monthly pensions of duty-disabled non-commissioned officers and privates, as well as security guards, students, and civilians, are being increased. Accordingly, for graduates of at least 4-year higher education programs, the first level of the eighth degree will be taken as basis, and for others, regardless of educational status, the first level of the tenth degree will be taken as basis. The monthly amount cannot be less than the amount obtained by multiplying the indicator figure of 35,398 by the civil servant monthly coefficient.
In degree promotions, they will be treated as higher education graduates, and for those promoted to the fourth degree, an additional indicator figure of 2,100 will be taken as basis; for the third degree, 2,200; for the second degree, 3,000; and for the first degree, 3,600.
New Rights for Terror Victims
The bill also provides for a monthly pension to be granted to those injured in terrorist acts but not considered disabled under current legislation. Those injured during the July 15 coup attempt and in the fight against terrorism who are not considered disabled will be granted rights such as free travel, electricity and water discounts, which are provided to combat veterans.
For military personnel, members of the National Intelligence Organization (MIT), police personnel, military students, and security guards injured during counter-terrorism duties, a monthly pension will be granted based on an indicator figure of 17,135. The injury must be of a nature that cannot be remedied by simple medical intervention, and a causal link must be established through a forensic medicine report. These individuals will also be granted other social and personal rights provided to veterans, in addition to the monthly pension.
The regulation will be applied once for events prior to the law's entry into force, and applications must be made within one year. The pensions of those later determined to be disabled will be discontinued under this scope.
Right to Re-examination for Privates and Non-Commissioned Officers
With the amendment to the Social Insurance and General Health Insurance Law, the age limit for the right to re-examination for privates and non-commissioned officers is being regulated based on the date they reach the age of 55.
Hulusi Akar: 'We will continue working'
Hulusi Akar, Chairman of the Turkish Grand National Assembly's National Defense Commission, stated after the bill's approval that efforts to improve the lives of martyrs' relatives and veterans would continue. Akar said, 'Within the means of our country, our nation, and our state... The heart desires many things, but after a certain point, some constraints stop us, but we will not stop here.'
Also in the commission, Major General Orhan Gürdal, who was retired under the decisions of the Supreme Military Council (YAŞ), was thanked. Gürdal said, 'We are retiring, but we are always at the service and disposal of our state.'
