The Presidential Decision on Determining the General Investment and Financing Program for State-Owned Enterprises and Their Subsidiaries for 2027 was published in the Official Gazette.
The decision calls on state-owned enterprises to take measures to increase efficiency and profitability within the framework of corporate governance principles, implement effective human resources policies, and focus on research and development and innovation in their fields of activity.
Energy efficiency and fiscal discipline targets
Under the program, the enterprises were asked to make use of idle real estate and set the quantities and prices for raw material procurement and the production of goods and services in line with the program targets. Public enterprises are expected to follow developments in production technologies and review their information and communications infrastructure and organizational structures.
State-owned enterprises were required to keep their use of commercial credit and financial obligations to a minimum, increase production from domestic and renewable energy sources, and implement energy-efficiency measures. The program also includes a risk-management and savings-oriented approach to business operations.
Budget and debt payment schedule
State-owned enterprises will prepare their 2027 operating budgets and submit them by December 31 to the Ministry of Treasury and Finance or the Presidency of the Privatization Administration, depending on their status.
Subject to the relevant legislative provisions, the enterprises may set the prices and tariffs for the goods and services they produce. This pricing will take into account the principles and policies of the economic program, fiscal targets and the financing needs of the organizations.

Public enterprises are expected to take the necessary measures to pay their debts to both the public and private sectors on time and collect their receivables, including dividends, on time.
