A new development occurred in the fund investigation into transactions in the capital markets, conducted by the Istanbul Chief Public Prosecutor’s Office’s Bureau for Investigating Crimes of Financing Terrorism and Money Laundering. Former Family and Social Services Minister Fatma Betül Sayan Kaya, her husband İlyas Kaya and former Capital Markets Board (CMB) Chair İbrahim Ömer Gönül arrived at Istanbul Courthouse in Çağlayan at around 11:00 after being summoned to the prosecutor’s office through the police to give statements as suspects. The suspects are expected to give statements to the prosecutor.
The Kaya couple entered the courthouse together and did not answer journalists’ questions. The couple only said, “Please allow us to give our statements.”
Three people to give statements for second time
Fatma Betül Sayan Kaya and İlyas Kaya gave their initial statements as suspects in the investigation on October 7. Former CMB Chair İbrahim Ömer Gönül also gave a statement as a suspect on September 30 and was released after the procedures were completed. Gönül also arrived at the courthouse today to give a statement.
What did they say in their previous statements?
Fatma Betül Sayan Kaya said in her previous statement that she bought approximately 250,000 lots of Özata Denizcilik shares in April 2026, sold some of them in August and the rest in September. Sayan Kaya said she invested her gains in a fund, later exited the fund and transferred the amount shown as profit to the account designated by the Savings Deposit Insurance Fund (TMSF).
İlyas Kaya said he had bought approximately 150,000 lots of shares, that all his transactions complied with the regulations and that he had not engaged in manipulative conduct. He stated that he had sent his gains to the account designated by TMSF. After the share transactions became a subject of public debate, Sayan Kaya resigned as AK Party Deputy Chair at the end of September.
433 suspects in investigation
According to Justice Minister Akın Gürlek’s latest statement on the fund investigations, there are 433 suspects in the investigation. Of these suspects, 112 have been arrested, judicial control measures have been imposed on 186 people and 38 suspects remain fugitives. Precautionary measures have been imposed on the assets and bank accounts of 359 individuals and 111 legal entities, while money, real estate and shares worth approximately 30 billion liras have been returned.
Gürlek said the structure under investigation was an extensive criminal organization. Former Borsa İstanbul General Manager Korkmaz Enes Ergun was previously arrested on bribery charges as part of the investigation.
