The Environment Commission of the Grand National Assembly of Turkey (TBMM) convened under the chairmanship of AK Party Diyarbakır Deputy Galip Ensarioğlu.
Opening the commission meeting, Ensarioğlu reminded that the United Nations (UN) Climate Change Conference will take place in Turkey from November 9 to 20, emphasizing that the COP31 process holds great importance in terms of combating climate change, sustainable development goals, and our country's international obligations.
He expressed that it is extremely valuable for the public, the Parliament, and our deputies to be accurately and comprehensively informed about the process. Deputy Minister of Environment, Urbanization and Climate Change Fatma Varank provided information to the deputies.
Varank stated she would share the preparations related to the COP31 process, saying, "As the COP31 Presidency, we approach both areas with the understanding of the COP of the future, the COP of implementation, focusing on concrete results based on the principles of dialogue, consensus, and action. With this approach, we aim to make COP31 a process where partnerships oriented towards implementation are developed and measurable outcomes are produced."
She added, "We anticipate hosting approximately 100,000 participants at COP31, which we will organize in Antalya, and we are working to hold one of the largest international events our country has hosted to date."
'WILL PROVIDE A SIGNIFICANT DIPLOMATIC ADVANTAGE TO TURKEY' Varank noted that their priority as the COP31 Presidency is to create a negotiation environment that builds trust, is inclusive, and focused on concrete outcomes, adding that the COP31 Presidency process will provide Turkey with an important diplomatic advantage by enabling it to act as a bridge between developed and developing countries.
The COP processes, held annually in different countries, progress along two main axes. The first axis consists of official negotiations conducted by the parties. Decisions are made and common rules are established on topics such as mitigation, adaptation, finance, technology transfer, and capacity building. The second axis is the action agenda.
The action agenda aims to accelerate implementation by involving cities, the private sector, financial institutions, and civil society in the process. The partnership model established between Turkey and Australia is one of the most unique aspects of the COP31 process.
Within this model, Turkey, as the host country and COP President, will carry out the political leadership, logistical preparations, and action agenda activities of the organization, while Australia will play a role in managing the negotiation processes on behalf of the COP Presidency. Thus, a strong negotiation process will be conducted on one hand, while Turkey's implementation-focused vision will be highlighted under its hosting role, she said.

She noted that the Host Country Agreement, which will be presented for the appreciation of our Parliament, is a document forming the legal, administrative, and operational foundation of COP31.
Turkey signed this agreement with the secretariat during the Bonn climate meetings, thereby clarifying the official framework for COP31 preparations. The agreement covers many topics including the use of conference venues, accreditation processes, access and security arrangements, health services, logistical support mechanisms, and institutional coordination with the secretariat.
Within this framework, the necessary legal and institutional infrastructure will be established to ensure that COP31 is conducted in accordance with international standards, safely, accessibly, and without interruption. She expressed her heartfelt belief that together they will successfully represent the country during the COP31 Antalya process, which will be a major gain for Turkey.
'TURKEY WILL MANAGE THE ACTION AGENDA' Afterwards, Halil Yaşar, Head of Climate Change at the Ministry of Environment, Urbanization and Climate Change, gave a presentation to the deputies about the organization. Explaining the concept of COP, its structure, the parties involved, Turkey's accession process, and its working method, Yaşar said, "We have now especially started to use the motto 'COP of the Future – COP of Implementation.' Why?
Because it has been 10 years since the Paris Agreement was signed. Many commitments were made, many parties participated, and there are negotiated issues, but now, as we enter the second decade, we said, 'Let's make this the COP of implementation, put it into practice, and achieve concrete outcomes.' That is why we changed our motto to dialogue, consensus, and action. Without dialogue, it is impossible to reach any decision.
We intend to mature decisions through dialogue, reach consensus, and then turn consensus into action. Turkey's candidacy process started in 2022, and on the last day of COP30 last year, a new model was introduced where Turkey will be the COP President, the host country, and the one managing the action agenda." Yaşar also shared Turkey's net zero emission targets.
