The 2027 Presidential Annual Program projects that fixed capital investments in the energy sector will rise by approximately 29.7% next year to 538 billion 255 million liras. These investments are expected to stand at 414 billion 916 million liras this year.
Of the energy investments planned for 2027, 198 billion 738 million liras are expected to come from the public sector and 339 billion 517 million liras from the private sector. In the mining sector, fixed capital investments are expected to rise from an estimated 700 billion 321 million liras this year to 884 billion 985 million liras next year.
New targets set for nuclear energy projects
The program sets out targets to ensure a continuous, high-quality, sustainable, secure and affordable energy supply, diversify resources and make more effective use of domestic energy sources.
In this context, the first unit of the Akkuyu Nuclear Power Plant is planned to enter operation in 2027, while construction work on its second unit is expected to be completed. The program also targets the determination of the basic principles for agreements with technology-provider countries or companies for the Sinop and Thrace nuclear power plant projects.
Two projects involving design technologies for next-generation nuclear reactors, small modular reactors, microreactors and research reactors are expected to be completed. Meanwhile, 80% of a project on nuclear fusion technologies is planned to be completed next year.
Installed electricity capacity to exceed 140,000 megawatts
Electricity generation from renewable energy sources is planned to increase in line with the 2053 net-zero emissions target. A Renewable Energy Resource Zones tender is planned to allocate a total connection capacity of 2,000 megawatts based on solar and wind power.
A YEKA Offshore Wind Power Plant tender is expected to be held to allocate 1,000 megawatts of connection capacity based on offshore wind power. Türkiye's total installed electricity capacity is expected to rise from 131,112 megawatts to 140,047 megawatts.
During the same period, solar power capacity is planned to rise from 30,205 megawatts to 35,705 megawatts, while wind power capacity is expected to increase from 16,010 megawatts to 18,010 megawatts. The share of renewable sources in electricity generation is expected to reach 52%, while electricity generated from domestic sources is projected to reach 256.5 billion kilowatt-hours.
Battery storage capacity is being considered for expansion from 850 megawatts to 2,350 megawatts to increase the flexibility of electricity grids.

Transmission infrastructure and natural gas storage to be strengthened
The completion of 12 transformer substations with a combined capacity of 1,585 megavolt-amperes and 1,300 kilometers of electricity transmission lines is targeted to integrate renewable energy investments into the grid. Preparatory work on high-voltage direct-current lines will also continue.
Work on the Tortum-Akhalkalaki interconnection line is planned to reach 60% completion, while preparations for an agreement on the Vize Basin-Maritsa East 2 interconnection line are expected to be completed. Progress of 60% is also projected for the National SCADA System Project.
Underground natural gas storage capacity is targeted to increase from 6.8 billion cubic meters in 2026 to 7.8 billion cubic meters in 2027. Drilling will be carried out at eight wells, lower completions at 12 wells and upper completions at 17 wells in the Sakarya Gas Field. Under the Tuz Gölü Underground Natural Gas Storage Project, 1 billion cubic meters of capacity will be brought online.
As part of oil and natural gas exploration activities onshore and offshore, drilling is planned at 293 wells, while three-dimensional seismic data will be collected across 10,775 square kilometers. Two new exploration and production project agreements are expected to be concluded to expand Türkiye Petrolleri Anonim Ortaklığı's operations abroad.
Annual natural gas production is targeted to rise from 3.3 billion cubic meters to 7 billion cubic meters, while daily crude oil production is expected to increase from 135,000 barrels to 144,000 barrels.
Mining exploration activities to be expanded
To meet the raw material needs of the energy and industrial sectors and strengthen supply security for critical minerals, 700,000 meters of mineral exploration drilling is planned for 2027. Detailed surveys will also be conducted across 31,500 square kilometers, airborne geophysical surveys across 24,425 kilometers, and 10,000 meters of drilling will be carried out for geothermal resources.
Cooperation with countries possessing reserves is planned to cover technology transfers and overseas mining activities to ensure the supply security of strategic raw materials, particularly rare earth elements and lithium. Two new projects will be developed to explore these raw materials abroad, and a mining site tender will be held on the condition that a facility producing intermediate and final products is established in Türkiye.
Mining exports are expected to rise from $4.5 billion to $7 billion in 2027, while the sector's share of gross domestic product is projected to increase from 1% to 1.5%.
