The Ministry of National Education (MEB) will determine students' learning outcomes and skill levels at middle and high schools through a "school-based monitoring" system under the Türkiye Century Education Model. The system will include multiple-choice and open-ended questions in Turkish, mathematics and science.
According to information Anadolu Agency (AA) compiled from the 2027 Presidential Annual Program, the ministry will establish a competency-based assessment and evaluation system at all levels, centered on individual development and covering the long-term learning process.
ABİDE moves to an electronic format
The Academic Skills Monitoring and Evaluation (ABİDE) study, which measures the ability of fourth-, eighth- and 10th-grade students to use the knowledge and skills they acquire in daily life in two-year cycles, will be conducted electronically under the name e-ABİDE.
Artificial intelligence will be used to score responses to open-ended questions. Tools measuring reading, writing, listening and speaking skills will be prepared to improve the correct use of Turkish. The digital skill levels of middle school students in information technologies and software classes will also be assessed.

AI-powered assistant for MEBİ
Under the program, content for grades 11 and 12 will be prepared for the MEBİ Individual Learning Platform, and a learning analytics system and an AI-powered assistant will be added to the platform. Other targets include making the education system more resilient to extraordinary circumstances, improving the distance-learning infrastructure and making digital content for foreign-language teaching available.
Assessment and evaluation training will be provided to primary school classroom teachers, and process-oriented, game-based activity materials will be prepared. Teacher training will also be restructured from admission to the profession through career development, while school administration will be regulated as a professional career.
