The 2027 Presidential Annual Program envisages new regulations to improve the quality of academic staff in higher education. Under the program, minimum standards for universities’ appointment and promotion criteria will be set centrally, and related legislative work will be completed in 2027.
Data-driven policymaking and the use of big data will be expanded at the Council of Higher Education (YÖK) and universities, while universities’ performance evaluation reports will be published at regular intervals. Quotas will be determined by taking into account universities’ capacity, the labor needs of sectors and regional needs.
The share of open education will be reduced
Open education programs will be reviewed in line with sectoral needs, and their share within higher education will be reduced. Open education will be restructured with a focus on adult education and lifelong learning.

Graduates’ performance in working life will be monitored
Programs will be developed with the participation of sector representatives, and practical training will be conducted together with the sector. Universities’ career centers will be strengthened, and graduates’ performance in the labor market will be monitored regularly.
TR-YÖS will be used as the basis for admitting international students
According to the program, the aim is to increase the number of qualified international students. Work will be carried out to ensure that universities base their admission of international students solely on the Türkiye Foreign Student Admission Exam (TR-YÖS), administered by ÖSYM. The employment of qualified international academics with doctoral degrees will be supported, and the criteria for opening doctoral programs will also be reviewed to improve quality.
