Azerbaijani Foreign Minister Ceyhun Bayramov represented his country and delivered a speech at the 13th Summit of the Organization of Turkic States (OTS), which President Ilham Aliyev did not attend. Bayramov said that developing the Middle Corridor, putting the Zangezur Corridor into operation and strengthening transport links between the countries would expand economic opportunities.
Bayramov said their main aim was to benefit from these opportunities not only for transit transport but also for trade, industrial cooperation and investment. He stressed that Azerbaijan, a reliable supplier of traditional energy resources, could also play a role in establishing green energy and digital links between Central Asia and Europe.

“A de facto peace prevails in the region”
Referring to global and regional tensions, Bayramov said, “In such an environment, Azerbaijan continues to be a zone of stability and security.” Addressing relations with Armenia, Bayramov said, “Today, the process of normalizing relations between Azerbaijan and Armenia is continuing. A de facto peace prevails in the region.”
Bayramov said Armenia must take the necessary political and legal steps toward signing a peace agreement to establish lasting and reliable peace in the South Caucasus. He said that around 100,000 people now live in the areas liberated after the occupation, which lasted approximately 30 years, was ended.
Türkiye assumes the rotating presidency
Recalling that regional peace and security were the main agenda of Azerbaijan’s rotating presidency, which it assumed at the summit in Gabala a year earlier, Bayramov wished Türkiye success as it took over the rotating presidency and congratulated the organization’s new Secretary-General, Mirvohid Azimov.
Bayramov also said they supported the “OTS+” format, which could expand the organization’s cooperation with third countries and international organizations, and that joint efforts should continue for the OTS to gain observer status at the United Nations General Assembly.
Erdoğan accepts Bayramov
President Recep Tayyip Erdoğan accepted Bayramov, who was in Ankara for the summit, at the Presidential Complex. The Presidency did not disclose details regarding the content of the meeting.
