Kazakhstan President Kassym-Jomart Tokayev proposed taking a positive step to enable Russia to participate in the work of the Organization of Turkic States (OTS) at the organization’s 13th Summit in Ankara.
According to the speech transcript released by the Presidency of Kazakhstan, Tokayev said, "To enhance the standing of our Organization, it would be right and fair to respond positively to Russia’s intention and offer it participation in the OTS+ format or observer status in the organization’s activities."

Tokayev said, "Russia, a major power, has maintained close ties with the Turkic world for centuries. Representatives of many Turkic peoples have historically lived on this country’s territory." Tokayev said Russia was carrying out the "Altai, the cradle of Turkic civilization" project and that Kazakhstan supported it, adding that many words in the Russian language were of Turkic origin.
The Kazakhstan president said, "In general, if Russia, a major power, were part of the Turkic states—that is, our Organization—this would benefit all our states."
Tokayev also said that Kazakhstan’s trade volume with OTS members had increased by 40 percent this year, approaching $10 billion, while freight transportation along the Middle Corridor had risen by 30 percent in nine months. He also noted that the organization’s chairmanship had passed from Azerbaijan to Türkiye.

The OTS consists of Türkiye, Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan. Hungary, Turkmenistan and the Turkish Republic of Northern Cyprus hold observer status in the organization.
