Syrian Foreign Minister Asaad al-Shaibani said talks were ongoing to assess Syria’s potential membership in the Mecca Mutual Defense Alliance formed by Türkiye, Saudi Arabia and Pakistan.
During a visit to Pakistan in August, al-Shaibani said Damascus was reviewing the agreement but had not yet decided whether to join.
An attack on one member is considered an attack on all

Türkiye, Saudi Arabia and Pakistan signed the Mecca Mutual Defense Agreement at a summit held in Mecca on August 7, 2026. The agreement stipulates that an armed attack against one party will be considered an attack against all parties and is open to new members.
Foreign Minister Hakan Fidan later said that Egypt, Syria or Bangladesh could join the alliance, but that reaching the necessary consensus among all parties would take time.
Close ties with Ankara
Türkiye established close ties with the Syrian administration that came to power after the Bashar al-Assad regime was toppled in December 2024. Al-Shaibani describes Türkiye as a key partner in rebuilding his country.
Pakistani Prime Minister Shehbaz Sharif also described the Mecca Agreement as a major turning point in relations among the three countries during a speech at a reception held on October 29 at the Pakistani Embassy in Türkiye.
