Turkish National Intelligence Organization (MIT) chief İbrahim Kalın visited the Libyan capital, Tripoli, and held separate talks with Presidential Council head Mohamed al-Menfi and Government of National Unity Prime Minister Abdul Hamid Dbeibah.
According to official sources, the talks covered Libya's internal stability, security sector reforms aimed at strengthening a unified government and speeding up hydrocarbon exploration. The implementation of the maritime jurisdiction and security and military cooperation memorandums signed in 2019 was also discussed.

Same day as parliamentary approval
The visit coincided with the approval by Libya's eastern-based House of Representatives of the maritime jurisdiction memorandum signed with Türkiye on Nov. 27, 2019. According to House spokesman Abdullah Bliheg, the House also unanimously annulled its 2020 decision rejecting the two memorandums and a decision calling for political ties with Türkiye to be cut.
Kalın previously met Dbeibah in Tripoli in September 2024 and February 2026.
