Silivri Chief Public Prosecutor’s Office has ordered an expert panel made up of specialists in the relevant fields to examine claims concerning certain content in the television series Kurtlar Vadisi Pusu.
The review will assess allegations that the character "Kazım Kaşifoğlu" was portrayed as a traitor and then killed, that vehicle license plates bearing the letter combination "FG" were used in some scenes, and that certain episodes contained propaganda in favor of FETO, coded messages, organizational instructions or guidance.
Review to be conducted as part of the investigation
The expert review aims to clarify the allegations. The investigation into the death of Kaşif Kozinoğlu, who died on November 12, 2011, while being held at a penal institution, is also ongoing.
Investigation into Kozinoğlu’s death
Justice Minister Akın Gürlek previously said that former National Intelligence Organization official Kaşif Kozinoğlu was transferred to Silivri State Hospital after falling ill at Silivri No. 1 L-Type Closed Penal Institution and was found to have died when he arrived at the hospital.
Gürlek said that camera footage and medical documents were examined after the incident, while personnel from the penal institution, gendarmerie and health services, as well as cellmates and Kozinoğlu’s wife, were questioned as witnesses. A decision of non-prosecution was issued in the investigation on April 10, 2012.
The file was re-examined by the Department of Unsolved Crimes Investigation, and the Silivri Criminal Judgeship of Peace overturned the non-prosecution decision in a ruling dated August 26, 2026, reopening the investigation.
Legal proceedings against suspects
Legal proceedings were initiated against 11 suspects who were working at the penal institution on the date of the incident as part of the reopened investigation. Ten of the suspects were detained, while one was found to be abroad as a FETO fugitive.
One of the 10 detained suspects was arrested, while the other nine were released. Judicial control measures were imposed on seven of them.
As the investigation progressed, nine more suspects, including a reporter, a cameraman and seven health workers, were detained. Three of the suspects sent to the courthouse, including the reporter, were referred to the judgeship with a request for their arrest.
Authorities sought travel bans and an obligation to sign in for three suspects, including the cameraman, and travel bans for the other three suspects. The judgeship ordered the arrest of three suspects and imposed judicial control measures on six.
Following these proceedings, the number of detained suspects in the investigation rose to four, while the number subject to judicial control measures increased to 13.
Exhumation carried out
At the request of the Silivri Chief Public Prosecutor’s Office, an exhumation was carried out to determine Kozinoğlu’s precise cause of death and whether third parties had intervened in his death.
As part of the investigation, the writers of the Kurtlar Vadisi series, Raci Şaşmaz, Bahadır Özdener and Cüneyt Aysan, were summoned to give statements as persons with information. The writers went to the prosecutor’s office and gave their statements.
