Türkiye aims to expand financing for technology startups and increase the number of companies capable of competing globally. According to the 2027 Annual Program published in the Official Gazette on October 27, the number of Turcorns valued at more than $1 billion is targeted to reach 13.
The program projects annual startup investment to rise from the $500 million estimated for this year to $1 billion next year. According to the table in the program, the figure stood at $1.1 billion in 2025.

Fund calls and fund-of-funds mechanisms
Work will be carried out on venture capital fund calls, fund-of-funds mechanisms, co-investment and alternative financing tools to facilitate access to finance for technology startups. New calls will be launched under the Investment-Based Entrepreneurship Support Program for early-stage high-tech companies, while investments by the Technology and Innovation Fund will continue through the end of 2027.
Companies holding the Technology Startup Badge will be given priority in public support, incentives and public procurement. Their products will be integrated into the State Supply Office's Techno Catalog Platform to accelerate commercialization.
Tech Visa and Digital Company Platform
According to the program, 2,844 applications were submitted for TÜBİTAK's entrepreneurship support programs between January and September this year. As of September, 634 technology startup applications had been received under the Türkiye Tech Visa Program; 135 were accepted and 60 technology startups were established. International promotion of the program will continue next year.

A Digital Company Platform will also be launched for technology- and innovation-focused startups with scalable business models. The platform is expected to bring steps ranging from company formation to tax, social security and bank account procedures together in a single digital workflow.
Under the Competitive Sectors Program carried out with EU funds, 43 projects with a budget of approximately €260.1 million were implemented during the IPA-II period. Under the Digital Europe Program, 118 institutions from Türkiye took part in 21 projects with €14.3 million in support.
