Vahagn Aleksanyan, Deputy Speaker of the Armenian Parliament and a lawmaker from the ruling Civil Contract Party, said on Armenian Public Television that Türkiye and Armenia had agreed on reciprocal exchanges of university students. Aleksanyan said Armenian students would study in Türkiye and Turkish students in Armenia. The program's scope and the number of students have not yet been announced.
Academic steps in the normalization process

The two countries' special representatives for the normalization process, Ambassador Serdar Kılıç and Armenian Deputy Speaker of Parliament Ruben Rubinyan, met in Yerevan on September 12, 2025, and agreed to strengthen cooperation in cultural and academic fields, including scholarships for university students. Armenian Foreign Minister Ararat Mirzoyan also said in March that reciprocal scholarship programs between the two countries were being discussed.
Aleksanyan said the land border, which has been closed since 1993, could open earlier than expected but did not provide a timeline. In July 2024, the parties agreed to assess the technical requirements for reopening the Alican-Margara border crossing, while direct flights between the two countries also resumed. Türkiye is addressing normalization with Armenia alongside the Armenia-Azerbaijan peace process.
The student union affiliated with the Armenian Revolutionary Federation (Dashnaktsutyun) called on the government to explain the program's objectives, conditions and expected outcomes.
