Four suspects were referred to the courthouse in the investigation conducted by the Silivri Chief Public Prosecutor’s Office into the death of Kaşif Kozinoğlu, who died at Silivri Prison in 2011.
Ali İşgören, who was serving as Silivri Chief Public Prosecutor at the time of the incident, and prison prosecutor Necip Doğan were sent to the criminal judgeship of peace after giving statements to prosecutors, with a request for their arrest on charges of membership in a criminal organization.
Kozinoğlu’s cellmates, retired Navy Captain Hasan Ataman Yıldırım and Gendarmerie Colonel Hasan Atilla Uğur, were brought before a judge with a request for judicial control in the form of house arrest on charges of intentional homicide, taking their health conditions and ages into consideration.
The judgeship ordered the detention of İşgören and Doğan and imposed judicial control in the form of house arrest on Yıldırım and Uğur.

The investigation was reopened
Justice Minister Akın Gürlek said in a statement on the investigation that Kozinoğlu fell ill on November 12, 2011, at Silivri No. 1 L-Type Closed Prison, where he was being held, and was found to have died after being transferred to Silivri State Hospital.
Gürlek said that camera footage and medical documents had been examined during the initial investigation, while prison, gendarmerie and healthcare personnel, Kozinoğlu’s cellmates and his wife had been heard as witnesses. He said a decision of no grounds for prosecution was issued on April 10, 2012.
After the case file was reexamined by the Department of Investigation of Unsolved Crimes, the Silivri Criminal Judgeship of Peace lifted the decision of no grounds for prosecution in a ruling dated August 26, 2026, and the investigation was reopened. A confidentiality order was issued and a special investigation team was formed as part of the new investigation.

Proceedings had previously been initiated against 11 suspects
In the earlier stages of the new investigation, judicial proceedings were initiated against 11 suspects who were working at the prison at the time of the incident. Ten of them were detained, while one suspect was found to be abroad as a FETÖ fugitive.
One of the 10 detained suspects was remanded in custody, while the other nine were released under judicial control. Nine more suspects—including one reporter, one cameraman and seven healthcare workers—were detained as part of the investigation.
After this group was referred to the courthouse, prosecutors sought the detention of three suspects, including a reporter. Judicial control was sought for three suspects, including the cameraman, in the form of a ban on leaving the country and a requirement to report regularly, while a ban on leaving the country was sought for the other three suspects.
The judgeship ordered the detention of three suspects, including the reporter, and imposed judicial control on six suspects, including the cameraman. As a result, the number of detained suspects in the earlier stage of the investigation rose to four, while the number of suspects under judicial control reached 13.
The body was exhumed
At the request of the Silivri Chief Public Prosecutor’s Office, Kozinoğlu’s body was exhumed to determine the exact cause of death and whether third-party involvement had played a role in his death.
As part of the investigation, the screenwriters of the television series Kurtlar Vadisi, Raci Şaşmaz, Bahadır Özdener and Cüneyt Aysan, gave statements to prosecutors as persons with information. The Chief Public Prosecutor’s Office also ordered an examination of the television series Kurtlar Vadisi Pusu.
